Exchange Online - Unable to provision mailbox for a rehire

Issue:

Disabled user Test is not able to provision mailbox because her On-premises mailbox has not migrated.

Mailbox cannot be migrated as the On-Premises server is no longer accessible and certificates cannot be renewed as MX records have been updated.

The affected user is a rehire.
