Call Me feature requires minutes and it comes with 60 minutes per month now once that's finished you are unable to use call me feature. The minutes are refreshed each minute. Microsoft article below:

You can monitor the available minutes by following the instructions mentioned below:
- Go to the Microsoft Teams admin center by opening https://admin.teams.microsoft.com/
- Click on legacy Portal at the bottom left (screenshot Attached)
- In Skype for Business admin center (Legacy portal) click on reports
- From reports select PSTN minute pools and you will find the required information (screenshot Attached)
You can also disable Call Me feature for each user individually but unfortunately, there is no way to enable it for all the users. To disable for each follow the steps mentioned below:
- Go to the Microsoft Teams admin center by opening https://admin.teams.microsoft.com/
- Click on Users
- Click on the user in question with Audio Conferencing option
- Scroll down and select 'Edit' right next to Audio conferencing (Screenshot Attached)
- Choose 'Don't Allow' in Dial-out from meetings
- now that the option is disabled people will get an error using Call Me feature (Screenshot Attached)
