There could other possibilities that may prevent you to add or download add-ins for Outlook but the main cause and its resolution is mentioned below:
Issue: Users are getting denied when adding add-ins in Outlook.
Resolution:
- Log in to the EAC as a global administrator.
- Go to Permissions, and then select User Roles.
- Double-click the Default Role group to open the edit window.
- Check Default Role Assignment Policy and confirm that My Custom Apps, My MarketPlace Apps, and My ReadWriteMailbox Apps should be enabled
- Click Save.
