Issue:

Users O365 account/ profile picture not syncing in SharePoint Online.
Resolution:
-------------
1. Verify that the user has logged into the portal and browsed their own personal site collection so that the three thumbnail pictures are created. Other users can’t initiate the profile picture sync on their behalf.
Note: The picture sync to SharePoint Online is triggered when the user logs into the Office 365 portal and browses to their personal site. As soon as they do this, the image from Exchange Online is pulled into SharePoint Online.
2. Verify that the Exchange Online profile picture image can be accessed by the user.
Manually type inside the browser the following URL to confirm that the page opens successfully for the user:
https://outlook.office365.com/owa/service.svc/s/GetPersonaPhoto?email=user@domainname
For example: When the user name is userA@contoso.com, the URL is https://outlook.office365.com/owa/service.svc/s/GetPersonaPhoto?email=usera@contoso.com
a. For thumbnail please navigate to the below site and confirm if there are 3 pictures uploaded.

Also, check the following:
- Go to SharePoint Admin center
- Click More features > User profile
- Click on Manage User Profiles
- Search for the affected user > click on them and select Edit My Profile
- Check scroll down until you see the profile picture box and see if its shown there otherwise just add it yourself and let us know
