If the https://protection.office.com/archiving not showing data which mentioned like below and you have proper archiving is enabled for the user then you have alternatively have option in Compliance Center
But before we proceed we need to make sure the archive status by sign-in Exchange Online admin center to enable it and check online archive status for each user. And check the https://protection.office.com/archiving on different browser or private browsing tab. If the issue still persisting then you can find the Archive option on Microsoft 365 compliance > Show All > Information governance > Archive
